Police attack anti-junta protesters
Riot police and soldiers moved on rallies near the Democracy Monument, firing rubber bullets at the protesters.
Rally leaders said they wanted to lead demonstrators from the Democracy Monument to the site of Prayut's APEC 2022 summit, but the cops blockeed them.
As of this morning, 25 protesters were in handcuffs and police lockups.
That created another cause for the ralliers, who gathered in front of the Din So police station, chanting "Release our friends".
As of yesterday, disparate anti-junta and anti-Prayut groups had formed one, larger protest called "Citizens Stop APEC 2022" - a goal which seems unlikely.

The Thai Journalists Association quickly released a statement demanding that authorities account for injuries to reporters and photographers during the police attack.

ANSWER to your question: Yes, they certainly can, a defamation lawsuit has nothing to do with facts or the truth. And a threat by a military junta is a serious threat. AND it's criminal law, so you can be jailed. Do no trifle with Thailand's defamation law.
An agency of Thailand's ruling junta has threatened to sue anyone and everyone who shows this photo, or any variation.
The alert Expressway Authority of Thailand noticed there were many photoshopped images of their embarrassing mistake and therefore, "anybody who was caught doctoring images of the sign and sharing them will be sued."

Prayut is positively strutting at the APEC 2022 'summit' that he imagines will change everything.
Thai people - mostly young-ish Thai people are ranged across Bangkok this morning, railing against the ruling junta, and Prayut in particular.
The rest of the city and country are chill, with no sign of mass protests.
Amnexty International of England jumped unexpectedly into the politics, and ordered that, "Thailand authorities must drop charges against child protesters".
 Amnesty is extremely unpopular with Thailand's ruling junta and its supporters.

Despite heroic efforts by the minister and members of Thailand's alleged 'ministry of foreign affairs', first-day speakers at the APEC 2022 summit focused on criticism of the Russian invasion of Ukraine.
APEC host Thailand is officially neutral on that war, and has worked hard [and successfully] to keep the Ukraine invasion off the APEC agenda.
Most of the early speakers condemned the war in Ukraine.
 At Thailand's lobbying requests they "acknowledged that there are different views and assessments of the conflict" - according to Thailand's official press release.
 Recognising that Apec is not the forum to resolve security issues, we acknowledge that security issues can have significant consequences for the global economy," the Thai junta's official statement said.

Now that the U.S.A. election is over, the Bezo WaPo admitted the raid on President Trump was nonsenses.
